This role sits within the Office of Technical Delivery (OTD), which ensures that IFAD’s projects are grounded in cutting-edge technical expertise. PMI focuses on livestock, fisheries, aquaculture, crop production, value chains, climate resilience, rural infrastructure, and inclusive finance.


Role Purpose

The Regional Technical Specialist provides high-level technical leadership across IFAD country programmes. Working closely with governments, partners, and technical experts, the incumbent supports project design, implementation, policy engagement, and knowledge management in livestock, fisheries, aquaculture, and crop production. The position is both strategic and hands-on, shaping how rural development initiatives are delivered across the region.


Key Responsibilities

1. Technical Guidance

  • Provide specialized technical advice to country programmes and project teams.
  • Lead or support project design missions to integrate livestock, fisheries, and aquaculture components.
  • Oversee consultants, draft terms of reference, and ensure technical quality.
  • Support implementation, capacity building, and project completion reviews.

2. Policy and Partnerships

  • Represent IFAD at regional policy forums.
  • Develop technical position papers, briefs, and case studies that inform IFAD’s strategy.
  • Build partnerships with research institutions and technical networks to strengthen knowledge exchange.

3. Knowledge Management

  • Capture and disseminate technical innovations from projects.
  • Lead communities of practice, training activities, and regional learning initiatives.
  • Contribute to evaluation frameworks and reporting to improve project outcomes.

4. Corporate Support

  • Participate in recruitment and mentoring of technical staff.
  • Contribute to corporate initiatives and operational strategies that shape IFAD’s development impact.

Qualifications & Experience

Education

  • Advanced university degree in animal production, livestock, fisheries, aquaculture, veterinary science, marine science, or related fields.

Experience

  • Minimum 5 years of progressively responsible experience in livestock, fisheries, or aquaculture within agriculture and rural development.
  • At least 2 years in a multicultural or international organization.
  • Strong technical expertise in project design and implementation.
  • Knowledge of environmental and climate safeguards, private sector engagement, and international policy frameworks is an asset.

Languages

  • Required: Excellent English
  • Desirable: Knowledge of another UN language (e.g., French, Spanish, Arabic)
