Make a Global Impact Through Health Systems Strengthening

Are you passionate about strengthening health systems and driving meaningful change across developing regions? UNOPS is seeking an experienced Public Health Advisor (Retainer) to support a transformative health assessment and capacity development initiative. This role offers a unique chance to contribute your expertise to a major program supporting Papua New Guinea’s health infrastructure — all while working remotely and collaborating with international teams.

This is not just another consultancy. It’s a strategic advisory role designed to shape how health facilities are assessed, supported, and developed to meet international and national standards. If you have a strong background in public health, health systems, or technical advisory work, this could be your perfect next step.

About the Role

The Public Health Advisor will provide technical leadership to ensure that a Rapid Health Facility Assessment Tool is designed and implemented effectively. This tool will be the backbone of informed decision-making for health investments, enabling governments and partners to target resources where they are needed most.

Key focuses include ensuring the tool is practical across multiple facility types, aligned with national standards, and sustainable within existing health systems. The role combines technical advisory, field engagement, data strategy, and capacity development.

Key Responsibilities

As Public Health Advisor, you will:

  • Offer high-level technical public health advice to project teams and government counterparts.
  • Guide the design, refinement, and rollout of the Rapid Health Facility Assessment Tool.
  • Conduct field missions across provinces to support assessments, coordination, and quality assurance.
  • Strengthen training and capacity building among provincial and district health authorities.
  • Contribute to data collection, analysis, and final technical reporting.
  • Ensure alignment with national health strategies and international best practices.

This is a retainer contract, meaning work will be undertaken on a flexible, as-needed basis — ideal for professionals seeking meaningful international assignments without full-time relocation.
