Role Overview
The Environment & Climate Officer will deliver strategic technical support and policy guidance, ensuring that environmental and climate change considerations are fully integrated into IFAD’s regional and country programmes. The incumbent will provide specialized advice, conduct environmental assessments, contribute to project design and implementation, and support resource mobilization from climate funds.
This is a key technical position for professionals with strong expertise in environmental management, climate adaptation, natural resource governance, and safeguard procedures.
Key Responsibilities
1. Technical Expertise
- Advise on environment, climate, and natural resource issues throughout project lifecycles.
- Apply IFAD’s Social, Environmental and Climate Assessment Procedures (SECAP).
- Participate in design and supervision missions to ensure sustainability and technical quality.
- Identify environmental risks and mitigation measures to enhance project resilience.
2. Knowledge Management
- Generate, document, and share lessons learned and best practices.
- Develop technical notes, reports, and knowledge products on environment and climate.
- Build capacity among IFAD staff, partners, and country teams.
3. Partnerships and Resource Mobilization
- Forge strategic partnerships with governments, NGOs, research institutions, and international organizations.
- Represent IFAD in environmental and climate policy forums.
- Mobilize funds from the Global Environment Facility (GEF), Green Climate Fund (GCF), and other climate finance sources.
4. Monitoring and Evaluation
- Develop and apply environmental indicators and monitoring systems.
- Ensure data-driven decision-making in project implementation.
- Contribute to reporting at regional and global levels.
5. Managerial Functions
- Supervise consultants and technical teams.
- Ensure high-quality technical outputs.
- Maintain updated environmental knowledge across IFAD systems.
Qualifications and Experience
- Education: Advanced degree in environmental science, natural resource management, development studies, or related fields.
- Experience: Minimum five years of relevant post-qualification experience in environment and development, with at least two years of field experience in the region.
- Languages: Fluency in English and Arabic is required.
- Skills: Strong technical analysis, policy dialogue, environmental assessments, partnership building, and strategic planning.
Experience with climate funds and safeguard frameworks is a significant advantage.
