About UN Women and FMS

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, works to eliminate discrimination, empower women, and achieve equality between women and men worldwide.

Within UN Women, the Financial Management Services (FMS) section plays a critical role. It ensures accurate accounting, transparent resource management, and strong financial governance across five specialized teams:

  • Awards Management
  • Accounts Payable
  • Financial Operations
  • System Support and Accounting
  • Regional Office Finance Specialists

Together, these teams ensure IPSAS-compliant financial statements, donor reporting, efficient payments, accounting oversight, and financial advisory services across UN Women’s global network.

The organization recently adopted Quantum, a next-generation Oracle Cloud ERP system, requiring updated accounting processes, new policies, and enhanced internal controls. In addition, UN Women is implementing new IPSAS accounting standards (IPSAS 47, 43, and 48), which will significantly shape its financial reporting practices.


About the Role

As a Financial Management Consultant, you will provide targeted support to help FMS deliver on its bi-annual workplan and corporate priorities. Your work will span several key areas:

1. General Ledger Reconciliation

  • Clean up and reconcile GL accounts, ensuring accuracy and transparency.
  • Identify anomalies through trend analysis and follow up until resolved.
  • Prepare clear working papers and provide guidance to offices on corrections.

2. Accounts Closing Procedures

  • Coordinate certification exercises across business units.
  • Manage SharePoint tools to support the closure process.
  • Monitor compliance with closure instructions and produce performance reports.

3. Implementation of New Accounting Standards

  • Support opening balance adjustments.
  • Draft accounting policies and SOPs.
  • Test Quantum solutions for IPSAS compliance and support financial disclosures.

4. Transaction Approval

  • Review and approve selected transactions (e.g., GL journal entries, contracts) in line with delegated authority.

5. Process Optimization

  • Contribute to developing performance dashboards and testing new financial tools.
  • Support streamlining and simplification initiatives.
  • Prepare training materials to roll out new practices.

6. Additional Support

  • Perform other tasks to strengthen financial operations and deliver on FMS priorities.

Qualifications and Competencies

To succeed in this role, you should bring:

  • Education:
    • Master’s degree in accounting, business administration, public administration, or related field.
    • A first-level degree plus a professional designation (CPA, ACCA) may be accepted in lieu of a master’s.
  • Experience:
    • Minimum 2 years of experience in accounting, financial management, reporting, or process improvement.
    • Familiarity with IPSAS or IFRS is strongly preferred.
    • Experience in business process optimization and performance dashboards is an advantage.
    • Previous experience with ERP systems, especially Oracle, is desirable.
  • Skills:
    • Strong analytical and problem-solving abilities.
    • Attention to detail and accuracy.
    • Excellent Excel and SharePoint skills.
    • Strong communication and interpersonal skills.
  • Languages:
    • Fluency in English is required.
    • Knowledge of French, Spanish, or another UN language is an asset.
