About the MyMzansi Digital Transformation Roadmap
South Africa is on a bold journey to modernize its public sector through Digital Public Infrastructure (DPI). The MyMzansi roadmap focuses on building essential digital components such as:
- Digital Identity
- Data Exchange Systems
- Digital Payments
- Trusted Digital Channels
However, true digital progress depends not only on technology but also on robust safeguards that protect human rights, ensure privacy, and promote inclusivity. That’s where this position becomes crucial.
The Universal DPI Safeguards Initiative, led by UNDP and the United Nations Office for Digital and Emerging Technologies (ODET), is partnering with the South African government to integrate safeguards into the national digital ecosystem. As part of this effort, UNDP seeks a Safeguards Researcher and Advocacy Specialist to translate universal principles into localized strategies and foster broad stakeholder engagement.

Key Responsibilities
As the Safeguards Researcher and Advocacy Specialist, you will play a pivotal role in ensuring that digital transformation is inclusive, rights-based, and future-proof. Your main duties will include:
1. Research and Governance
- Analyze South African legal, policy, and regulatory frameworks relevant to DPI.
- Conduct in-depth research on privacy, digital inclusion, data protection, ethical AI, and algorithmic accountability.
- Develop a clear action plan to integrate safeguards into key DPI components like Digital ID, Data Exchange, Digital Payments, and Verifiable Credentials.
- Contribute to frameworks that guide strategic design and trade-offs in DPI implementation.
2. Stakeholder Engagement
- Advocate for and help establish a multi-stakeholder advisory council within the Digital Services Unit (DSU).
- Act as a liaison between government, civil society, UNDP, and other stakeholders.
- Organize dialogues, workshops, and consultations that amplify the voices of vulnerable groups.
- Promote a “Whole-of-Government to Whole-of-Society” approach to digital transformation.
3. Advocacy and Communications
- Work with the communications team to develop a targeted advocacy strategy.
- Produce high-quality content: policy briefs, reports, case studies, success stories, social media posts, and more.
- Showcase real-world DPI use cases that highlight safeguards in action.
- Support strategic messaging ahead of international events such as the DPI Global Summit.
4. Documentation and Knowledge Management
- Track progress, lessons learned, and best practices related to safeguard integration.
- Contribute to knowledge repositories and storytelling efforts that highlight the human impact of digital transformation.

Qualifications and Experience
- Education: Master’s degree in Public Policy, International Relations, Communications, Law, Information Systems, Development Studies, or a related field. A Bachelor’s degree with two additional years of relevant experience will also be considered.
- Experience: Minimum of 5–6 years in research, policy analysis, communications, or stakeholder engagement, preferably in digital rights, technology policy, or governance.
- Languages: Fluency in English is required. Knowledge of other South African official languages is an asset.
- Skills: Exceptional research and critical thinking capabilities, clear writing skills, and strong advocacy experience.
