About the Role

As the Senior Regional Procurement Officer, you will oversee the design, implementation, and monitoring of procurement processes within IFAD-funded projects in your region. You will guide project teams and Country Directors in applying best practices that ensure value for money and compliance with international standards.

Your leadership will help strengthen procurement systems, reduce operational risks, and promote sustainable outcomes. This role requires strategic insight, strong analytical ability, and deep technical expertise in procurement and contract management.


Key Responsibilities

  • Develop and implement effective procurement strategies across regional projects.
  • Provide authoritative guidance to country offices and project teams on procurement policies, risk management, and performance monitoring.
  • Review project procurement plans, contract arrangements, and Letters to the Borrower to ensure compliance with IFAD standards.
  • Integrate environmental, social, and climate safeguards into procurement planning and execution.
  • Lead procurement capacity assessments, training, and mentoring of staff to strengthen institutional capabilities.
  • Analyze procurement data and generate key performance indicators to improve efficiency and transparency.
  • Coordinate with governments, donor agencies, and international organizations to promote best practices in public procurement.
  • Contribute to updating procurement guidelines, templates, and ICT systems for greater consistency and operational effectiveness.


Candidate Profile

The ideal candidate is an innovative thinker and a trusted leader who can balance compliance with creativity in complex procurement environments. You will need strong analytical skills, a collaborative spirit, and a deep commitment to transparency and accountability.

Qualifications and Experience:

  • Education: Advanced university degree (Master’s or equivalent) in procurement, finance, law, business administration, or a related discipline.
  • Experience: At least eight years of professional experience in procurement, ideally within international organizations, development banks, or public institutions.
  • Languages: Excellent command of English and good working knowledge of French.
